We present our compliment as we submit an investigative report reference an allegation of sexual misconduct within the Alexander A. Andrews Academy in Brooklyn Community, Gbarnga, Bong County reported by Mr. Eric W. Wowoh, Founder/Executive Director of Change Agent Network/ Opportunity Network Liberia (CAN/ONLIB) the Organization that gave birth to the Alexander A. Andrews Academy.
On November 19, 2021 at 10:00A/M, Eric W. Wowoh, Founder/Executive Director of Change Agent Network/ Opportunity Network Liberia (ÇAN/ONLIB) reported to WACPS/LNP and alleged that while he was in the USA in August 2021 he got a disturbing report from Hope Novak, an American Citizen about a sexual exploitation in Alexander A. Andrews Academy located at Brooklyn Community, Gbarnga, Bong County, the School he established in 2012 under his organization Change Agent Network/ Opportunity Network Liberia (CAN/ONLIB).
In a related development, Daniel K. Dennis, President, Student Against Corruption informed WACPS/LNP that in August 2021 his organization, Student Against Corruption received
information from Marthaline Howelley, Leetor Sibley, Justina Dunbar and Melessa Brisbane students of the Alexander A. Andrews Academy in Brooklyn Community, Gbarnga, Bong County about sexual abused of females in the school (Alexander A. Andrews Academy) by the Teachers.
WACPS Investigator initiate investigation into the allegation.
WACPS Investigator visited the Alexander A. Andrews Academy in Brooklyn Community, Gbarnga, Bong County.
WACPS Investigator recorded statements from Daniel K. Dennis, Justina Dunbar, Marthaline Hawelley, Abel Dennis, Stephen S. Kendema, Bill G.O. Tarr, Shemaiah Dolo, S. Rufus Garga, Isaac P. Bettie, Pastor Koffi Mensah, Mcgill G. Kowula Danny K. Wreh Jr. Korto Tarnue, Isaac Naimah, Angie Suomie, Rita Suomie and Lucy Suomie.

EXCERPT OF STATEMENT FROM ERIC WOWOH, PROPRIETOR OF THE ALEXANDRA A. ANDREWS ACADEMY, GBARNGA, BONG COUNTY AND HEAD OF CHANGE AGENT
NETWORK/OPPORTUNITY NETWORK LIBERIA (CAN/ONLIB)
Eric Wowoh narrated to the Investigator between July-August 2021 he was in the United States of America Hope Novak called him and asked him if he was aware of sexual abused taking place at the Alexandra A. Andrews Academy School in Gbarnga but he told her that he wasn’t aware of such act taking place at the school.
Eric Wowoh averred that due to the pressure Hope Novak placed on him him to do something about the alleged sexual abused at Tripple ‘A’ campus, he decided to do his own background investigation, and he called Justina Dunbar who was in the 12th grade and head of the girls that met with Hope Novak when she (Hope Novak) visited the school in 2020. According to Eric Wowoh, he said that he asked Justina Dunbar about the situation in the school regarding sexual abused allegations and she told him that the chemistry teacher, Isaac Battie asked her for sexual relationship and when she refused, he threatened to fail her along with other female students who refused to have sex with him.
Eric Wowoh further narrated that to get more details of the story, he called for meeting with all the female students on the summer school list at Tripple ‘A’ School at a neutral place where he could talk with them privately through zoom but the internet connection was horrible that day so he asked the host of the meeting Thompson Reeves an alumnus to record the minutes of the meeting and e-mail it to him because by then he was in the United States of America. Eric Wowoh said that during that meeting he asked the girls what they wanted from the Proprietor but they said that they don’t want to go.public they just want him to intervene in the summer school issue.
In furtherance, Eric Wowoh narrated that he had a zoom meeting with the Teachers and Administrators regarding the complaint from the girls and he told them to revisit the student grades, to avoid the issue of summer school due to COVID-19 pandemic. Eric Wowoh said that during that zoom meeting, he mentioned that there were allegations of abused by the chemistry teacher Isaac Bettie but Isaac Bettie said that none of the allegations was true.
EXCERPT OF STATEMENT FROM DANIEL K. DENNIS, PRESIDENT, STUDENT AGAINST
Danniel K. Dennis narrated to the Investigator that in August 2021 his organization, Student Against Corruption received information from some students to include Marthaline Howelley, Leetor Sengbe, Justina Dunbar and Melessa Brisbane of the Alexander A. Andrews Academy located in Brooklyn Community, Gbarnga; Bong County about sexual abused of female students in the school.
Daniel K. Dennis averred that based on this information, he along with Prince Kotogbou, Adam and Thompson Reeves went to Gbarnga and engaged the School Authority and did an investigation as an organization. During their investigation, they met the School Principal, Mr. Abel Dennis and explained the situation to him and told him that his name was mentioned during the process.
Daniel K. Dennis further narrated that Mr. Abel Dennis scheduled a meeting with his team and Marthaline Howelley at Hill Top, Serigette Barand during the meeting, he admitted and appealed to the affected girls and his team to forgive him.
In furtherance, Daniel K. Denis stated that Mr. Abel Dennis requested another meeting be convened the next day with the Student Against Corruption Team and the accused teachers and administrators which included Shemaiah Dolo, the History teacher, S. Rufus Gargar, the Vice Principal for instruction, Isaac P. Bettie, Chemistry teacher, Bill G.O. Tarr, Algebra teacher, Stephen S. Kendema, the Accountant and Pastor Koffi Mensah, Dean of Student and during that meeting, the Principal, Mr. Abel Dennis confirmed the sexual abused against female students in the school, and he cautioned all the accused teachers not to deny the allegation and all of them acknowledged that the sexual abused allegation is true, they apologized and begged for mercy.
Daniel K. Dennis concluded that they (Student Against Corruption) informed Hope Novah (one of Eric W. Wowoh American Partner and supporter who is helping some of the students) on the issues of sexual abused against female students in the school (Alexander A. Andrew Academy) and Hope Novah reported it to Mr. Eric W. Wowoh, the Chief Executive Officer of Change Agent Network/Opportunity Network Liberia and he confirmed that it was true and he hosted meeting with the affected girls, he asked them what they wanted to settle the issue and the girls requested that everyone should pass and it was done.
EXCERPT OF STATEMENT FROM JUSTINA DUMBAR 20 YEARS OLD, ONE OF THE AFFECTED STUDENT OF ALEXANDER A. ANDREW ACADEMY
Justina Dumbar narrated to the Investigator that she entered the Alexandra A. Andrews Academy in 2018/2019 school year in the 10 grade class, when she got in the 11th grade class during the 2019/2020 school year she noticed teachers involved sexually with students.
Justina Dumbar averred that at some point in time Isaac Bettee approached her but she refused and because of her refusal, he failed her, she told her friend Melissa Brisbane and Melissa Brisbane was present when Isaac Bettee sent her text messages “nothing for nothing, this life is give and take” “come let’s share feelings and I will give you what want”, she showed the text messages to Mellissa Brisbane and forwarded it to her phone.
Justina Dumbar further narrated that the Principal, Mr. Abel Dennis approached her, because at one point she needed something he gave it to her so she had no option, she agreed and they had sex once at the time she was in the 11th grade.
Justina Dunbar recounted that the Dean of student, Mr. Koffi Mensah approached her when they were going on a field trip in Grand Bassa and he told her to meet him in the motel but she refused, the history teacher, Mr. Shemaiah Dolo usually harassed girls by pressing their butt and he is abusive to students and their parent.
In furtherance, Justina Dunbar told the Investigator that her friend Marthaline Hawelley was given NTR, because she said that the Principal approached her, he threatened to take her off the school and her friend Princess Jallah and Eric Wowoh were sexually involved and Princess Jallah showed her content of nicked videos and pictures between her and Eric Wowoh.
EXCERPT OF STATEMENT FROM MATHALINE HOWELLEY 20 YEARS OLD, ONE OF THE AFFECTED STUDENT OF ALEXANDER A. ANDREW ACADEMY
Marthaline Howelley narrated to the Investigator that on November 23, 2021 she heard that teachers are loving to students at the Alexandra A. Andrew Academy and they mentioned her involvement because she was the only female student that was expelled from the school. Marthaline Howelley told the investigator that she was expelled from the School for commenting on a facebook post that stated “some teachers are loving to the vice president of the school girlfriend” followed by an option: VPI, PR, DEAN AND REGISTRAR and she choose VPI (S. Rufus Gargar) because she and the VPI can usually joke.
Marthaline Howelley maintained that she was not expelled for loving to teachers as it has been speculated, no teacher has approach her and she is not loving to any teacher of the Alexandra A. Andrew Academy
Mathaline Howelley further narrated that of Recent Daniel K. Dennis sent her USD$20.00 and told her that Gbarnga is not safe for her and Justina Dunbar has been texting her to come and say the truth about recording and so on but she told Justina Dunbar that she doesn’t know what Justina Dunbar was talking about.
EXCERPT OF STATEMENT FROM ABEL DENNIS, PRINCIPAL OF ALEXANDER A. ANDREW ACADEMY
Abel Dennis narrated to the Investigator that the allegation against him by Justina Dunbar and Mathaline Howelley is false and he has no sexual contact with either of them or anyother student in the school.
Abel Dennis further narrated that he and Justina Dunbar are close because she is eloquent but he has had no sexual contact with her.
EXCERPT OF STATEMENT FROM S. RUFUS GARGAR, VICE PRINCIPAL FOR INSTRUCTION (VPI) OF ALEXANDER A. ANDREW ACADEMY
S. Rufus Gargar narrated to the Investigator that he heard on radio and he saw a facebook post that teachers of triple A’s are loving to student for grade and his name was mentioned in the post.
According to S. Rufus Gargar, he said that after he saw this post, he went to the County Education Officer and the District Education Officer in Gbarnga and they told him that it was Daniel Dennis that posted it.
S. Rufus Gargar further narrated that he has never been involved with any student or even text any student, and he is not loving to any student.
EXCERPT OF STATEMENT FROM STEPHEN S. KENDEMA, TEACHER OF ALEXANDER A. ANDREW ACADEMY
Sephen S. Kendema narrated to the Investigator that when he heard the information from the website on an allegation level against him by Student Against Corruption (SAC) that he was involved in sexual exploitation and harassment he felt very bad because he does not know where they (SAC) got their source from.
Stephen S. Kendema further narrated that he is one person that do not get himself involved into sexual relationship at his work place.
EXCERPT OF STATEMENT FROM BILL G.O. TARR, ALGEBRA TEACHER OF ALEXANDER A. ANDREW ACADEMY
As for Bill G.O. Tarr, teacher of triple A’s, he narrated to the investigator that he doesn’t have an idea on any issue of sexual abused as claimed by the media.
EXCERPT OF STATEMENT FROM SHEMAIAH DOLO, HISTORY TEACHER OF ALEXANDER A. ANDREW ACADEMY
Shemaiah Dolo narrated to the Investigator that he is innocent of the allegation against him that he is involved with sexual abused and exploitation in Tripple ‘A’.
EXCERPT OF STATEMENT FROM ISAAC P. BETTIE, CHEMISTRY TEACHER OF ALEXANDER A.ANDREW ACADEMY
During interview with Isaac P. Bettie, he narrated to the Investigator that the allegation that he is involved with sexual exploitation and harassment levied against him by Student Against Corruption (SAC) is false and misleading.
Isaac P. Bettie further narrated that he has been in the Tripple ‘A’ School for the past one year and he have not had any sexual relationship with any student, not even Staff/workmate of the School, so he doesn’t know where Student Against Corruption got their source from.
EXCERPT OF STATEMENT FROM PASTOR KOFFI MENSAH, DEAN OF STUDENT OF ALEXANDER A. ANDREW ACADEMY
Pastor Koffi Mensah narrated to the Investigator that in July 2021 when the Tripple ‘A’ School decided to go for field trip in Grand Bassa County, student Justina Dunbar of the 12th grade asked him to help her with transportation fare but he promised her because he didn’t had money on him at the time.
Pastor Koffi Mensah averred that he didn’t give Justina Dunbar the money until they got on the bus to go Grand Bassa County, on their way, she asked him again, so he told her that when they get to Grand Bassa County, he will give her the money and when they got to Grand Bassa County, he texted Justina Durbar, he told her to go meet him at Bassa High Campus to pick up the money from him. Pastor Koffi Mensah stated that when Justina Dunbar met him, he gave her LRD$1,000.00 and she left, and later while the game was playing, she went to him again, she told him that she was hungry, he gave her LRD$500.00 to go find food and eat.
Pastor Koffi Mensah further narrated that to his surprise, the Student Against Corruption did a press release discussing him of having relationship with Justina Dunbar, which is false and misleading and he maintained that he never had any sexual relationship with any student of the school (Alexandra A. Andrew Academy).
EXCERPT OF STATEMENT FROM FAVOR L. SAYBEKOLLIE, 12th GRADE STUDENT OF ALEXANDER A. ANDREW ACADEMY
During interview with Favor L. Saybekollie, she narrated to the Investigator that on November 27, 2021 Hope Novak called her to confirm about an allegation levied against Eric Wowoh, and she told her that she doesn’t know anything about that.
Favor L. Saybekollie further narrated that later Hope Novak called her on messenger and told her that she should to the Police Headquarters to say that Eric Wowoh raped her (Favor L. Saybekollie). According to Favor L. Saybekollie, Hope Novak sent her USD$80.00 and she (Hope Novak) also promise to give her (Favor L. Sagbekollie) everything she want,
Favor L. Saybekollie concluded that the fact is that she is not involve into this allegation, no teacher has approach her or told her that they love her from the 10th grade up to present that she is a senior student.
EXCERPT OF STATEMENT FROM ARMAH VAFEE, COUNTY EDUCATION OFFICER, BONG COUNTY
Armah Vafee narrated to the Investigator that some part of this year, 2021, his District Education Officer (DEO) David B. Gbokay called him and told him that some 12th grade students from the Alexandra A. Andrews Academy (Tripple ‘A’).met him and told him that they were expelled from the triple ‘A’ school and the school Administration is holding on their National Exam Papers that they will not sit the text.
Armah Vafee averred that he asked his DEO why the students were expelled and the DEO told him that the Administration of Tripple ‘A’ said that the expelled students opened facebook account in the name of the school and it was against the school. Armah Vafee said that he told the DEO that the school should allow the student take their text and let the school find another punishment for the students reason being, the Ministry of Education will not allow 12th grader forfeit the national exam for any reason not even school fees.
Armah Vafee further narrated that after the conversation between him and his DEO, the next day he met Abel Dennis, Principal of Tripple ‘A’ School in the bank and Abel Dennis narrated to him what was going on at the Tripple’A’ about he and his teachers allegedly abusing girls.
In furtherance, Armah Vafee narrated that the owner of Tripple ‘A’ Eric Wowoh wrote the Education Board Chairman and send him cc copied requesting an investigation into the allegation. Based on this request, he, the Board Chair and the DEO met, they placed called to Daniel Dennis, the President of Student Against Corruption (SAC) who made the allegation, they asked him if could aid them in the investigation and he said that he was willing but could not come to Gbarnga for some security reasons.
EXCERPT OF STATEMENT FROM DAVID B. GBOKAY, DISTRICT EDUCATION OFFICER, GBARNGA BONG COUNTY
David B. Gbokay narrated to the Investigator that before the 2021 national exam, three students (two males and one female, two were to sit the national exam and one was an eleventh grade student) went to his office and complained that they were expelled from their school (Tripple ‘A’) and were been stopped from taking their national exam.
According to David B. Gbokay, he asked them why they were expelled, they told him that it was because they opened a facebook page for the school without the school consent so he intervened with the help of the County Education Officer to talk with the school to allow the 12 graders sit their national exam reason is that the Education Policy that states that once the student is registered for 12 grade national exam, they should be allow to sit for the test and only death should prevent them and the 11th grade student was taken at another school,
David B. Gbokay further narrated that as for the Student Against Corruption, he doesn’t know them and none of them reach his office, he asserted that he only heard about SAC, from Facebook after their (SAC) Press Released.
In conclusion, David B. Gbokay, averred that the Proprietor of Tripple ‘A’ Eric Wowoh wrote the school Board of Bong.County to conduct an investigation into the allegation at Tripple ‘A’ School but when they were about to start the investigation, they heard that the Women and Children Protection Section of the Liberia National Police was already investigating the allegation so they did not carry out an investigation into the allegation..
EXCERPT OF STATEMENT FROM WILLIMINAJ. GARLAWOLO, REGISTRAR, ALEXANDRA A.ANDREWS ACADEMY, GBARNGA, BONG COUNTY
As for Willimina J. Garlawolo, she narrated to the Investigator that she did not hear about any sexual abused going on at Tripple ‘A’ campus not until the Student Against Corruption (SAC) published their Press Released, when she heard people talking about SAC Press Released Tripple ‘A’ campus.
Willimina J. Garlawolo maintained that she has never sit in a meeting with member of SAC or any Staff or student of Tripple ‘A’ concerning teachers of Tripple’A’ School been involved with female students sexually.
Based on the investigation conducted, interview with relevant parties the following were established to wit:
That Daniel Dennis is president of the Student Against Corruption.
That the allegation of Sexual Exploitation and Abused (SEA) at the Alexandra A. Andrews
Academy was flagged by the Student Against Corruption under the presidency of Daniel Dennis.
That upon hearing about the allegation of sexual exploitation and abused at Tripple ‘A’
campus, Eric Wowoh immediately sanctioned an investigation into the allegation.
That Marthaline Howelley one of the expulsion affected student of the 12th grade class at the Alexandra A. Andrews Academy that Daniel Dennis claimed to be a victim of the Tripple ‘A’ SEA, maintained that at no time she got involved with any Teacher at Tripple ‘A’ sexually as it has been alleged by Daniel Dennis.
That Justina Dunbar maintained that the chemistry teacher Isaac Bettie made sexual
advances toward her but she refused and he threatened to fail her.
‘That Justina Dunbar stated that the Dean of student, Mr. Koffi Mensah approached her when they were going on a field trip in Grand Bassa and this was comfirmed by Koffi Mensah that when they were about to go for the field trip in Grand Bassa, Justina Dunbar asked him for transportation and when they got Buchanan, Grand Bassa County, he text Justina Dunbarto.meet him at Bassa High where he gave her LRD$1,000.00 and later while the game was playing, he gave her LRD$500.00 to find food to eat.
That Justin Dunbar averred that the Principal Mr. Abel Dennis approached her, she agreed
to his proposal and he had sex with her once at the time she was in the 11th grade.
That Justina Dunbar is an adult and a student of the 12 grade class (2020/2021 School
Year) at the Alexander A. Andrews Academy.
That Daniel Dennis and Justina Dunbar are in consensual sexual relationship.
That Hope Novak has been texting female students of Tripple ‘A’ that Eric Wówoh has to be removed as a Proprietor of Tripple ‘A’.
That, it was based on the intervention of the Bong County Education Board that the students who were expelled were considered to write their National Exam as opposed to Student Against Corruption assertion that the expelled students were considered as a means to compromise the Sexual Exploitation and Abused allegation against teachers and Administrator of Tripple ‘A’.
That Thompson Reeves is an alumnus of the Alexander A. Andrews Academy and he was
instructed by Eric W. Wowoh to chair the meeting with the aggrieve female students.
That Thompson Reeves refused to avail himself; neither did he speak to the allegation under investigation.
That Leetor Sengbe and Melessa Brisbane of the Alexander A. Andrews Academy have refused to avail themselves neither did they speak with the Investigator as to them been sexually abused by Teachers of Tripple ‘A’ as alleged by Student Against Corruption through its President Daniel Dennis.
That there is a Messenger chat between Hope Novak and Favor L. Saybekollie where Hope
Novak told Favor L. Saybekollie that she sending money for her transportation.
That there is a document confirming a transferred of USD$40.00 from Hope Novak to
Favor L. Saybekollie.
That Favor L. Saybekollie, senior student at the Alexandra A. Andrews Academy averred
that Hope Novak told her to come to the Women and Children Protection Section Headquarters to lie that Eric Wowoh raped her.
That Hope Novah send USD$80.00 to Favor L. Saybekollie for transportation for her to
Come to WACPS/HQ to file an allegation of Rape against Eric Wowoh.
That efforts to speak with Hope Novak was futile,
In view of the foregoing, the facts and circumstances established during this investigation, the Investigator has resolved to recommend the following:
That Abel Dennis, Koffi Mensah and Isaac Bettie be turned over to the Ministry of Education through the Bong County Educational Board for administrative processing for their sexual contact and sexual advances respectively toward student Justina Dunbar.
✓ That Hope Novak be held liable for Tampering with witnesses and informants in
proceedings in violation of section 12.40 of the Penal Law of Liberia.
