President Weah Proposes All Liberian Conference On Dual Citizenship


Liberian Leader George Manned Weah has proposed a national conference on the much publicized dual citizenship debate which is among the three proposed prepositions for national referendum.

The reduction in the tenure of The Presidency including members of the National Legislature and the Change of the Elections Date from rainy season in October to Dry season in November respectively, are the additional two prepositions for consideration later this year through National Referendum by the people of Liberia.

It is believed that the intend of the conference among other things is to have a national conversation on the importance and impact on the national discourse, create awareness to the people on why the preposition should be given considerations by the Liberian people for national referendum later in 2020.

Over the period, Dual Citizenship has been a major debate across the Country since the issue was raised by Liberians here and those in the diaspora with views that it will bring about fast development in the Country while others fear that it will take away more from the Country and its people.

Some hold the view that the issue will take away more from Liberians in terms of Land acquisition as well as properties and many more while others see such instrument if passed into Law is an open corridor for the flow of investors/ investment including direct development efforts to the Nation.

President Weah proposed national conference will further upon conclusion by the people and stakeholders after clearer understanding and knowing the main goals of the issue will subsequently pave the way for the execution of the key national issues through the national Legislature.

Additionally, and in a move to hit the group running for 2020 effectively, the Liberian leader has also proposed series of bills for possible enactment including but not limited to:

The Convention of Mutual Administrative Assistance in Tax Matters; An Act to Establish the Liberia Standards Authority; An Act to Establish the Civil Service Commission;

Agreement between the Government of the United Arab Emirates and the Government of the Republic of Liberia for the Avoidance of Double Taxation;

Loan Agreement – Upgrading of the Konia-Voinjama Road Project between the Republic of Liberia and the Kuwait Fund for Arab Economic Development, others include:

An Act to Endorse the National Youth Policy of Liberia: An Agenda for Action; An Act Prohibiting the Tenure of Public Officials within the Executive Branch of Government; The Revised and Restated Charter of the University of Liberia; The Whistle-Blower and Witness Protection Bill;

The International Solar Alliance Framework Agreement;

The Presidential Transition Act; The Money Laundering, Terrorist Financing, Preventive Measures, and Proceeds of Crime Act, 2019; An Act to Amend and Restate “An Act to Authorize the Establishment of the Central Bank of Liberia”, which will enhance the autonomy and independence of the Central Bank of Liberia.

We also urge you to take another look at our forestry, mining and fisheries laws to inject new and innovative thinking, to include viable strategies for expansion of productive capacity, best practices for better returns and gains, as is the case in other jurisdictions.

The proposed instruments if given due diligence by the National Legislature after thorough legislative scrutiny by Lawmakers, President Weah believe will go a long way for the Nation and its people as the beginning point so far will be the hosting of the national Conference on Dual citizenship which according to reports will begin in the first half of 2020.
